Las áreas protegidas (APs) son clave para conservar la biodiversidad, y es fundamental abordar sus prioridades de conservación para implementar recomendaciones de manejo específicas. En este trabajo nos propusimos: 1) detectar en qué medida las investigaciones científicas realizadas en APs de la Argentina atienden las prioridades de conservación para su gestión, y 2) indagar las motivaciones que guían a los investigadores a realizar sus estudios en dichas APs. Cotejamos la superposición entre las necesidades de conocimiento declaradas en los planes de gestión de las APs bajo la órbita de la Administración de Parques Nacionales (APN) con los permisos de investigación otorgados en los parques nacionales (PNs). Además, realizamos una encuesta entre investigadores que hubieran realizado estudios en algún PN. Más de tres cuartos de las investigaciones realizadas en PNs durante 2012-2016 no estuvieron orientadas a responder prioridades de investigación indicadas en los respectivos planes de gestión analizados, y sólo la mitad de los objetivos/valores de conservación de dichas APs fueron abordados por algún estudio. A su vez, dos tercios de los investigadores encuestados realizaron su trabajo atendiendo a sus propias líneas de investigación, y sólo 15% a requerimientos de APN. Observamos un desacople entre las necesidades de conocimiento científico para gestionar los PNs y las investigaciones que se realizan, si bien detectamos un volumen considerable de investigaciones que podrían eventualmente re-orientarse, al menos parcialmente, y cubrir vacíos de conocimiento. Recientemente, la APN se integró al Consejo Interinstitucional de Ciencia y Tecnología y convocó un programa de becas co-financiadas con CONICET, hecho auspicioso para reforzar la coordinación entre la comunidad científica y la gestión de las APs. Este trabajo ofrece una línea de base para evaluar la eficacia de estas medidas en el mediano plazo.
Protected areas (PAs) are key to biodiversity conservation, being essential to address their conservation priorities to implement specific management recommendations. In this work we set out: 1) detect to what extent the scientific researches carried out in PAs in Argentina address the conservation priorities for their management, and 2) to investigate the motivations that guide researchers to carry out their studies in these PAs. We checked the overlap between the knowledge needs declared in the management plans of the PAs under the National Parks Administration (APN) with the research permits granted in the National Parks (NPs). In addition, we performed a survey among researchers who had carried out studies in some national park. More than three quarters of the researches carried out in NPs during 2012-2016 were not oriented to answering the research priorities indicated in the respective management plans analyzed, and only half of the conservation goals/values of these PAs were addressed in some study. Moreover, two-thirds of the researchers surveyed carried out their work according to their own lines of research, and only 15% to meet the APN requirements. We observed a mismatch between the scientific knowledge needs for the management of NPs and the researches being carried out there, but we detected a considerable volume of research that could eventually be reoriented, at least partially, and cover gaps in knowledge. Recently, APN joined the Inter-Institutional Council for Science and Technology and convened a scholarship program co-financed with CONICET, which allows to be auspicious with respect to reinforcing the coordination between the scientific community and the management needs of PAs. This work offers a baseline to evaluate the effectiveness of these measures in the medium term.
